Driving a rental car from the UAE to Musandam is possible, but the rules are tricky. This guide covers everything: company policies, the NOC process, insurance, and what to do at the border.
Policies vary by company and even by branch. Here's what we know as of May 2026 — but always confirm directly before booking:
Branch-dependent. Some Autostrad locations in Dubai allow Oman crossings with a No Objection Certificate. Request the NOC at least 2–3 days before your trip. There may be a cross-border fee. Always get written confirmation.
Some Thrifty branches in Dubai allow Oman crossings, others do not. It depends on the specific branch manager and fleet availability. Always confirm in writing before booking.
Hertz UAE typically does not allow vehicles to cross into Oman. Policies can change, so it's worth asking, but do not assume it will be approved.
Most Budget and Avis locations in the UAE do not permit Oman crossings. Check with the specific branch if you want to try.
Some smaller Dubai rental companies allow Oman crossings at a premium. Read the rental agreement carefully and get the NOC in writing.
An NOC is written permission from the rental company allowing the vehicle to leave the UAE. Without it, you will be turned back at the border.
Request NOC in writing
Contact your rental company's fleet or operations department. Request a No Objection Certificate (NOC) for crossing the UAE-Oman border at the Khatam Al Malakah (Al Ain / Al Dhara) crossing.
Provide trip details
Share your travel dates, vehicle details, and crossing point. Some companies need 2–5 business days to process the NOC.
Pay the cross-border fee
Many companies charge AED 100–300 for the NOC. This is separate from Oman insurance. Pay and get a receipt.
Receive the NOC document
The NOC will be issued as a PDF or printed letter. It must include the vehicle plate number, rental agreement number, and authorisation for the specific crossing.
Print and carry the NOC
Print at least two copies. Keep one in the car and carry one with your passport. Oman border guards may ask for it.
UAE car insurance does not cover you in Oman. You need separate temporary Oman third-party insurance. You have two options:
Insurance kiosks are located on the Oman side before immigration. Cost: AED 100–150. Quick and easy — pay and get a sticker for your windshield. Kiosk hours can vary, so pre-purchase is recommended.
Specialist insurance brokers in Dubai sell Oman cross-border insurance. Cost: AED 80–120. You get a policy document to present at the border. Recommended if you want to avoid queues.
If your car is under bank finance (loan or lease), the bank technically owns the vehicle and most finance agreements prohibit leaving the UAE without written permission.
Here's the step-by-step process for crossing with a rental car:
UAE Exit
Present passport and vehicle registration at the UAE exit checkpoint. Immigration stamp your passport.
No Man's Land
Drive ~2 km to the Oman side. Follow signs for Oman immigration.
Oman Entry
Present passport, visa (if required), vehicle registration, NOC, and Oman insurance at the Oman immigration window.
Oman Insurance
If you haven't pre-purchased Oman insurance, buy it at the border insurance kiosk before immigration. It costs ~AED 100–150 for temporary coverage.
Clear & Drive
Once stamped in, you're free to drive into Musandam. The drive to Khasab is approximately 2–3 hours from the border.

Try a different branch or company. Autostrad and Thrifty are your best bets. Some agents at Dubai rental counters don't know the policy — ask to speak to the fleet manager.
Carry printed copies of everything: passport, visa, NOC, vehicle registration, insurance, and your rental agreement. Digital copies on your phone are useful but not always accepted.
Pre-purchase Oman insurance in Dubai through a specialist broker. This saves time and guarantees you have coverage before arriving at the border.
Some agreements have a blanket UAE-only clause even when the company does allow Oman crossings. The NOC overrides this — it's written authorisation from the company.
